Rookie quarterback Josh Dobbs will make his second consecutive preseason start Sunday when the Steelers play host to the Falcons at Heinz Field, and coach Mike Tomlin said the only starters ruled out of the game are quarterback Ben Roethlisberger and receiver Antonio Brown.

Several other players who are working their way back from injuries are unlikely to play, including backup quarterback Landry Jones, who has practiced on a limited basis this week after missing two weeks with an abdominal injury.

Dobbs was 8 for 15 for 100 yards with one touchdown and two interceptions in his professional debut, a 20-12 victory against the New York Giants.
