It's a new development for the NFL since the league and the NFLPA signed their most recent Collective Bargaining Agreement (CBA). What I’m referring to is the large number of drafted players still waiting to sign their rookie contracts.
Per a ProFootballTalk report, 17 players (including 12 first-round picks) haven’t yet signed on the dotted line as many thought they would have by now. One of those 12 first-rounders who hasn’t signed is none other than Pittsburgh Steelers' top pick, Terrell Edmunds.
Since the two parties agreed to the new CBA, every pick is put in a certain pay-slot based on the round in which they were selected.
