Under the NBA's collective bargaining agreement, free agents can't be traded for three months after they sign their contract with their new team or Dec. 15, whichever is latest.
As an aside, David Kramer and Tariq Owens are on this list but likely won't make the 15-man regular-season roster. Hoops Rumors lists them as being on summer contracts.
Ricky Rubio is the Suns' most recent answer a point guard after signing a three-year, $51-million deal this summer while Jalen Lecque might be the long-term solution.
