Hernandez was believed to originally be the favorite for the job, but soreness in his right triceps has slowed him down.
Bailey, a two-time All-Star as a closer with the Oakland Athletics before injuries derailed his career, started camp with four scoreless outings before giving up three runs to the Minnesota Twins on Tuesday.
