Major League Baseball rules allow teams to carry a maximum of 40 players in September, and the Phillies took advantage Saturday with a flurry of moves to bring their active group to 31. Outfielders Dylan Cozens and Aaron Altherr, as well as right-hander Yacksel Rios, were recalled from Triple-A Lehigh Valley.
