Penn State fell to Northwestern by a final of 23-21 on Saturday. The Nittany Lions fought hard to come back despite being down 20-7 in the second half, but just couldn't put the nail in the coffin. With 3 minutes remaining in the game, Penn State was unable to pick up a first down to basically end the game, then elected not to effectively use timeouts to save themselves time for a final drive while Northwestern set themselves up for the game-winning field goal.
James Franklin was asked about said clock management decisions and more in his post-game press conference.
