A couple of Penn State Class of 2018 verbal commitments were elevated in the latest update to the Rivals100 recruiting rankings.
Monmouth Junction, N.J., four-star receiver Justin Shorter was the class' biggest riser, jumping 40 spots from No. 83 to No. 43 in the overall rankings.
"This has been an outstanding offseason for Shorter," Rivals analyst Adam Friedman writes. Shorter shined at a variety of camps this offseason, including The Opening, an elite prep camp and showcase held every July in Oregon.
"He has become a complete receiver who isn't only a downfield threat.
