Penn State has picked out one of its top targets at quarterback in the recruiting Class of 2019.
The Lions offered Council Bluffs, Iowa Lewis Central four-star Max Duggan on Saturday after one of the Midwest's best prospects in the next cycle camped in front of head coach James Franklin and his staff during the program's first on-campus event of the summer.
Duggan is one of three signal callers the Lions have offered in the next cycle, joining Port Neches, Tex., four-star Roschon Johnson and Zephyrhills, Fla., four-star Raymond Woodie III, according to 247Sports.
PSU has only sent out 44 offers to 2019 prospect, according to the same outlet, so Duggan is indeed one to watch.
