Penn State notes: James Franklin "worried" about some approved rule proposals, and more

The NCAA Division I council voted to approve new rules last week that, if passed by the its Board of Governors on April 26, will change some integral parts of college football.

Penn State head coach James Franklin sounded off on a few of the passed items for the first time since they were approved on Wednesday evening. Here are his thoughts:

On how he'd use a 10th assistant coach:

"We would have, in a perfect world, I'd like it to be a guy that has an emphasis on special teams," Franklin said.
