Penn State landed its second wide receiver in the portal earlier today, when former Troy wideout Devonte Ross made the call for the Nittany Lions.

I made mention to Ross last week when he visited Happy Valley just before the weekend. Here where my thoughts then which are still relevant now:
Ross (5-foot-11, 161 pounds) started his career at Kentucky but has spent the last three years at Troy, with this past season culminating in him earning First Team All-Sun Belt honors after putting up 76 receptions for 1,043 yards and 11 TDs.
