Penn State football recruiting is back to level many considered impossible three years after NCAA sanctions in July 2012

Before Mark Emmert, the NCAA president, even stepped behind a podium in Indianapolis, Ind., to announce what many predicted would be the end of Penn State football as anyone knew it, Ross Douglas was probably already considering decommitting from the program.

He was the second pledge in then-head coach Bill O'Brien's class of 2013, joining it a day after current Lions' gunslinger Christian Hackenberg did at the end of Feb. 2012. But the corner from Michigan took a visit to Nebraska July 21, and two days later, July 23, he decommitted from Penn State just minutes after Emmert announced a crippling package of NCAA sanctions.
