Four-star safety Kwantel Raines announced on Twitter Wednesday that he'll commit on Oct. 30.

In July, Raines (6-3, 200) announced a top five of Penn State, Pitt, West Virginia, Kentucky and Florida. The Aliquippa standout also included South Carolina and Maryland as other options and said he was still open to other opportunities.

He visited Penn State for the Pitt game, but the Lions already have 23 commitments for the Class of 2018 and appear to be out of room for another safety/linebacker in this cycle with a total of five players between the two positions.
