Penn State is a recruiting machine under James Franklin. After inking the No. 14-ranked class in 2015, the Nittany Lions are currently sitting at No. 4 in 2016, and picked up a second commitment in the 2017 class Saturday when linebacker Dylan Rivers committed to Franklin and staff.
