The IOC says Kuwait is likely to remain suspended for the Rio de Janeiro Games but the country's athletes could be eligible to compete under the Olympic flag.
Kuwait has been suspended since October for government interference in the Gulf nation's Olympic committee.
IOC spokesman Mark Adams says no progress has been made since then and "in these circumstances it is unlikely the situation will be resolved before the games in Rio and we believe Kuwait will remain suspended.
