The International Association of Athletics Federations announced on Tuesday a set of guidelines that would allow Russian competitors to compete as neutral athletes this year while their country remains banned from international competition.
The guidelines are similar to those imposed in June, when the IAAF extended a ban that prevented the Russian track and field team from competing in the Rio Olympics. The IAAF then created criteria for athletes to meet to demonstrate their anti-doping history. Just one, long jumper Darya Klishina, was able to compete in Rio.
The IAAF guidelines announced Tuesday state that athletes must show they are not directly implicated “by their national federation’s failure to put in place adequate systems to protect and promote clean athletes.
