Former Ohio State and current Cleveland Browns defensive tackle Mike Hall will start his rookie season on the Commissioner's Exempt List.
On Tuesday, Cleveland placed Hall on the Commissioner's Exempt List under the personal conduct policy. If NFL commissioner Roger Goodell authorizes the Browns' request, Hall will not count against the team's 53-man roster and will not participate in any team football activities until Goodell removes him from the list.
According to the NFL Player Personnel Policy Manual, Goodell can authorize a player's appearance on the Commissioner's Exempt List when a player is formally charged with:
