The young Canaries found themselves two goals down after just 11 minutes with Aaron Ramsay and Jaden Philogene-Bidace striking for the Villains.
Sean Stewart gave City hope on 70 minutes but they couldn't find that elusive equaliser.
The defeat leaves Paul Williams' team bottom of the U18 Premier League south section with a trip to West Ham United coming up next Saturday (1.30pm KO).
