Norwich are still pointless after five games in the Premier League after a second-half brace by Ismaila Sarr secured a precious victory for Watford.
Emmanuel Dennis put the visitors ahead with his second goal of the season in the 17th minute on Saturday.
Norwich striker Teemu Pukki equalised in the 35th minute with a fine finish but Ismaila Sarr put Watford ahead for the second time just after the hour mark.
Sarr sealed victory late on.
