Ipswich looked to have claimed bragging rights in the East Anglian derby for the first time in nine years thanks to Luke Chambers' late header.
But they were denied by a stoppage time goal from Norwich defender Timm Klose in a sensational end to the game at Carrow Road.
James Maddison had twice come close in the second-half for the hosts but Bartosz Biau0142kowski proved equal to a pair of free-kicks.
Klose's late goal denies the Tractor Boys a first win over their bitter rivals since 2009.
