Although Franklin Street did not fully close this year due to lightning and rain, hundreds of people celebrated Halloween on the sidewalks of downtown Chapel Hill. It was supposed to be the first year the street was fully closed after the event was canceled for the last two years because of COVID-19. The DTH asked people about their experiences.
