The Dallas Cowboys have been one of the least active teams in free agency this offseason, and many around the league are scratching their heads.
"I don't really understand the plan there so far this offseason, but there's a lot weighing on this draft, and they seem to be confident about finding a bunch of starters," an NFC scouting director told ESPN's Jordan Reid.
So far this offseason, the Cowboys have made more headlines for the players they've lost in free agency rather than the ones they've acquired. Starting running back Tony Pollard signed with the Tennesse Titans and longtime left tackle Tyron Smith joined the New York Jets.
