ESPN | Jeff Passan: Major League Baseball and the Player’s Association are currently in talks over a host of potential rules changes ahead of the 2019 season. Some of these could happen this year, some could get tabled until next year and beyond, but they’re all up for discussion now. Among the many ideas getting thrown around, there are proposals for a universal designated hitter, a three-batter minimum for relievers to face, a unified trade deadline, and other significant changes.
