Baseball commissioner Rob Manfred, on his way to Chicago for the NLDS between the Cardinals and Cubs, told the Daily News outside baseball's Park Avenue offices that it is "unlikely" Utley's appeal of a two-game ban will be heard Tuesday, making him eligible to play in Game 4 Tuesday night.
