LB David Harris (quadriceps), RB Bilal Powell (groin) and guard Willie Colon (knee) are listed as questionable. Bowles said he feels good about Harris' availability, while Powell and Colon will be gameday decisions.
"I'm not ruling them out yet," Bowles said of Williams, Jarrett and Owusu, "but they're doubtful."
Among the Jets probables are TE Jeff Cumberland, who's ready to return to action after sitting out Miami with a concussion, and CB Darrin Walls, who missed three games with a hamstring injury.
Washington, unlike the bye-week Jets, played last Sunday and has multiple injury situations that will sting as they come into the Meadowlands for the second time in three weeks.
