What happens if JT Thomas is still on PUP on cut down day. Can Giants cut him?

Thomas (or running back Shaun Draughn) is still on the physically unable to perform (PUP) list at the end of the preseason, he would move to the regular season PUP list. That would mean he would have to sit out at least the first six games, at which point he would be able to return to practice. Once a player returns to practice, his team has three weeks to either promote him to the active roster or place him on injured reserve.
