To find out, Justis Mosqueda of Optimum Scouting ran the numbers through a formula of his own creation, and ranked 225 qualifying passers against each other and the defenses that they faced. That created an intuitive list for him to work with and draw his conclusions, relying on something more complex than just wins and losses: performance adjusted for the strength of opposition.
