The Browns announced the hiring Sunday. The team fired former defensive coordinator Ray Horton after one season.
The 1-15 Browns defense under Horton ranked 30th in points allowed per game (28.3) and 31st in total yards (392.4) and rushing yards (142.7) per game.
The Rams under Williams ranked ninth in total yards allowed per game (337.0).
