The Devils extended qualifying offers to five restricted free agents prior to Monday's 5 p.m. deadline.
Of the team's nine restricted free agents, Kyle Palmieri, Reid Boucher, Jacob Josefson, Sergey Kalinin and Reece Scarlett received qualifying offers.
The team did not offer Beau Bennett, Raman Hrabarenka, Jon Merrill or Devante Smith-Pelley, but general manager Ray Shero and the staff remain in negotiations with Bennett, Merril and Smith-Pelley.
The team retains their rights through July 1 when they become unrestricted free agents and said it is hopeful and confident about those negotiations.
