Cleveland has been very active on the trade market, acquiring wide receiver Jarvis Landry from the Miami Dolphins and quarterback Tyrod Taylor from the Buffalo Bills yesterday.
Trades cannot be official until the new league year starts on Wednesday.
New England has been looking to upgrade the interior of their defensive line, which is why they targeted Shelton.
Shelton, the No. 12 overall pick in the 2015 draft, had 34 tackles last season. He is under contract for $2.03 million in 2018 and has an option on his contract for 2019.
