The Commission on College Basketball, convened last year by N.C.A.A. President Mark Emmert and led by the former Secretary of State (and former Stanford provost) Condoleezza Rice, will release its recommendations for changing college basketball Wednesday morning at N.C.A.A. headquarters in Indianapolis. The report comes seven months after federal charges detailing bribery, fraud and other corruption in recruiting were announced, rocking the sport.
