Prosecutors announced that they had decided not to bring charges after an accusation that a rape had occurred this month at the home of Nebraska quarterback Tommy Armstrong and receiver Jordan Westerkamp. Jim Peschong, the Lincoln police chief, and Joe Kelly, the Lancaster County attorney, said the evidence had not supported filing charges. A woman, 20, went to a hospital on Nov. 15 and said she had been raped.
