In the most significant step yet toward allowing all college athletes the freedom to transfer once during their college career without penalty, the NCAA on Tuesday announced a set of recommendations that could be in place by the 2020-21 academic year.
The recommendations, which came from a working group that has been studying the issue, would essentially standardize what has become an unwieldy waiver process and give athletes a free pass to transfer and play immediately as long as they’re academically eligible, maintain academic progress at their new school and aren’t leaving while under a disciplinary suspension.
