The NCAA Men's Basketball Rules Committee wants to give head coaches the right to call timeouts while their teams are inbounding the ball and, potentially, avoid five-second violations if a player is struggling to put the ball into play, according to a release by the NCAA.
The NCAA Playing Rules Oversight Committee will discuss the prospective approval of the change during a conference call on June 15.
Last year's sweeping rule changes prohibited coaches from calling timeouts during all live-ball situations. Once an official hands the ball to a player to inbound and the five-second count begins, coaches are powerless to stop play with a timeout until the ball is dead again.
