Florida guard Eli Carter announced that he had decided to transfer for the second time in three years, making him the third player, after guard Michael Frazier II and the big man Chris Walker, to say he was leaving the Gators since the end of the season. The decisions come amid speculation that Coach Billy Donovan could move to the N.B.A. Carter spent the first two years of his college career at Rutgers.
