The federal government announced Wednesday that it was formally investigating whether Baylor University had violated Title IX in its handling of sexual assault on campus, the latest development in a scandal that included several accusations and convictions of sex crimes levied against Baylor football players and a damning university-commissioned report.
That report, a summary of which was released by Baylor’s Board of Regents earlier this year, resulted in the demotion of Kenneth Starr from the presidency of Baylor, a Baptist university in Waco, Tex. (He later resigned as chancellor and from a post as a law professor.
