This is Yuki "Toga" Togashi, a 5'7 point guard from Japan. Togashi earned a spot on the Dallas Mavericks' Summer League squad, and he's been making the most of the opportunity:

Togashi is just 20 years old, and didn't get a single D1 scholarship offer after graduating from Montrose Christian High School in DC - the same school Kevin Durant went to. Togashi returned to Japan and signed on with the Akita Northern Happinets, where he made enough of an impression to earn a Summer League roster spot.

While an NBA roster spot is highly unlikely, we can definitely see Togashi landing a job in the D-League - he's a young, exciting player who can sell tickets, and there are plenty of D-League GMs who'd love to get a longer look at what he can bring to the table.
