It didn’t surprise many MLS fans that Indianapolis put in a bid for MLS expansion. The city has been eyeing a move toward expansion, as meetings with the MLS have dated back to 2013.
However, plans for a stadium fell through in 2015 when legislation stalled in the Indiana house and senate. The expansion plan would include a downtown stadium proposal, the location would reportedly be located between Lucas Oil Stadium and White River. A private-public partnership appears to be the route that will be taken with the proposal, which has been the common route taken by other cities applying.
