If MLB commissioner Rob Manfred concludes that Russell failed to pay required child support, Manfred could rule that Russell violated the domestic violence policy for a second time. The policy contemplates that a disciplined player who is subject to a treatment plan may be compelled to comply with court-ordered child support requirements.
