If the proposal receives Senate approval, it would then move on to the Assembly.
Fitzgerald told reporters on Tuesday that he's "not going to the floor without the votes," a condition that he hoped to have clarified by the time separate meetings among Democrats and Republicans conclude on Tuesday afternoon.
