Rutgers has had seven offensive drives. Six have resulted in three-and-outs.
The most recent three-and-out was sealed by Jabrill Peppers -- whose touchdown on the previous drive gave the Wolverines a three-score lead. He hit Rutgers backup quarterback Zach Allen as he threw on third-and-11, bringing up fourth down.
Then on fourth down, Rutgers was flagged for illegal formation on the punt -- for the second time. The second was fielded by Peppers, who called for a fair catch at the Rutgers 49-yard line.
Michigan leads, 21-0.
