Last summer, Michigan football coach Jim Harbaugh used Twitter to advance an idea that student-athletes should be granted a one-time transfer with immediate eligibility. It turns out a piece of legislation proposing that very idea was submitted by the Big Ten to the NCAA last year and supported by Michigan athletic director Warde Manuel, according to a report by CBS Sports.
According to the story, the NCAA Board of Directors will evaluate a similar model recommended by the Big Ten over the next year after a moratorium was placed on the review of “transfer-related” proposals in November and the Big Ten's proposal went unpublished by the collegiate governing body.
