Start by understanding that one phrase is the most important in the Big Ten right now: Plans are subject to change.
That was clear Tuesday, less than a week after announcing a reconfigured football schedule, when the conference shut down all fall sports competitions.
However, that does not mean a complete stop to practices and workouts. And it does not appear the Big Ten is making the rules.
At Michigan and Michigan State, athletes will progress in their workouts in some fashion or another, and continue to undergo COVID-19 testing.
While U-M is suspending all team activity indefinitely for all sports, the school will continue to allow those on campus to participate in voluntary workouts for up to 20 hours, with some departures based on the academic calendar.
