Did Michigan State coach Mark Dantonio's Tweet violate NCAA guidelines?

EAST LANSING — Mark Dantonio is often ambiguous when it comes to discussing his football team, but there's some question as to whether the Michigan State coach was vague enough on Twitter to stay within NCAA guidelines. The issue arose Tuesday morning after the Spartans received their second verbal commitment in the 2017 class from Florida high school tight end Jack Camper. Dantonio's Twitter account posted the following shortly thereafter: "Congrats on Ascending from the Sunshine State to the Spartans. Will set up Camp permanently in EL next Jan. 2017. #V4MSU! NCAA rules state that coaches are not allowed to publicly comment on unsigned recruits, other than to confirm if they are recruiting them In an educational column provided to membership from the NCAA, dated July 10, 2015, an interpretation of the NCAA rules as they pertain to social media prohibited communication with a recruit until the student-athlete has signed a national letter of intent.
