Speed, speed, and more speed. Harley has a small frame but he uses his lower center of gravity to be elusive and shifty. He's an agile WR who also shows great promise as a punt returner in the future. It also helps that he's probably in the top three or so of fastest guys on the team. Obviously, with his size, one would expect to see Harley in the slot a lot. Additionally, I would argue that with his top notch speed and eye-opening route running, he could absolutely be successful on the outside and I would not be surprised if he saw time there this season.
