Carter played at Friendship Collegiate in Washington, graduating in 2013. Carter's head coach at Friendship, interestingly enough, was current Maryland defensive backs coach Aazaar Abdul-Rahim. Carter is one of four Friendship alumni on Maryland's current listed roster (Derwin Gray, Cavon Walker, Quarvez Boulware).

Carter opted to stay close to home after high school. The No. 112 inside linebacker in the 2013 class, he picked Maryland over offers from Boston College, Colorado, Hawaii and UMass.
