Football chiefs claimed transfer deals need more transparency after Sportsmail's revelations about Paul Pogba's world-record move to Manchester United.
FIFA president Gianni Infantino and FA chairman Greg Clarke were on Thursday in agreement that a debate surrounding changes to the system is required.
Clarke did, however, suggest United should not be demonised for the make-up of Pogba's switch, with Ed Woodward set for questions from club investors over their exorbitant spending on Tuesday.
'If that's what Manchester United's going to pay, that's what they're going to pay,' Clarke told the BBC.
