Crystal Palace are still negotiating a fee with Manchester United for goalkeeper Dean Henderson.
Fenerbahce's Altay Bayindir has been lined up to take Henderson's place.
The 26-year-old spent last season on loan at Forest and was expected to rejoin following Andre Onana’s arrival at Old Trafford.
Forest held discussions with United over a loan move for Henderson with an obligation to make his move permanent at the end of the season.
A compromise has yet to be reached over the terms of the deal and Forest have also bolstered their goalkeeping ranks by signing Matt Turner from Arsenal, who has started their first two games of the season.
