The NFL has approved flex scheduling for Thursday Night Football in 2023. The rule got passed by a vote of 24-8 with the Los Angeles Rams being one of the 24 teams to vote in favor of the rule.
Giants, Jets, Packers, Bears, Raiders, Detroit, Bengals, Pittsburgh voted against it - to no avail.

The NFL has never had flex scheduling due to the schedule implications for both the teams and fans traveling. That will not be the case next season.
