Briggs designed the thing to try and resolve a multitude of disputes among often competing interests. Taking that at face value, it’s a nobel effort for sure. But it remains to be seen whether the Brigg measure can get the Chargers enough of what they need (money that isn’t theirs) or if Moores’ plans to develop the Mission Valley site — lofty campus/research center or not — and his downtown projects eventually run afoul of Frye, the former councilwoman, and Briggs, the activist attorney, who are skeptical of developers in general.
