Council puts hotel tax hikes on ballot

San Diego — San Diego City Council members on Monday placed two initiatives on the November ballot that would raise hotel taxes to build a downtown convention center annex.

One of the measures, known as the Chargers initiative, would also include a downtown NFL stadium that would be partly funded by a proposed hotel tax increase from 12.5 to 16.5 percent.

The other, known as the Briggs initiative or Citizens’ Plan, would ease construction of a downtown stadium but prohibit use of public money for stadium construction. It would raise the tax to 15.5 percent.

They are the first two citizen’s initiatives seeking tax increases to be placed on the ballot in San Diego history.
